OFFICE MEMORANDUM

Subject: STRATEGY FOR RELEASE OF FUNDS FOR FINANCIAL YEAR
2012-13

The undersigned is directed to refer above mentioned subject and to state that the following strategy for release of funds for financial year 2012-13 for current and development expenditure may be followed before effecting the payment with effect from Ist July, 2012 and until further order:
a. Restrict current and development expenditure at the level of 20% of budget estimates for the period July-September 2012.
b. 20% of BE may be released during October-December, 2012.
c. 30% OF budget estimates may be released during January-March, 2013.
d. Remaining balance (30%) may be released during the last quarter of financial year, 2012-13.
e. The case relating to unavoidable, international and domestic contractual and obligatory payments will be considered on case to case basis and relaxation,if required, may be allowed by the Finance Secretary.
f. All cases in respect of current and development expenditure for releases may be referred to Budget Wing for ways and means clearance before effecting payments (as per proforma attached).
g. All releases and payments may be made through pre audit system of AGPR or through Assignment Account Procedure. Any direct payment through SBP may be made as a special case with the prior approval of the finance Secretary.
h. All cases in respect of current and development expenditure for regular supplementary grant may be referred to Budget Wing for comments and clearance.
i. Proposal for re-appropriation and technical supplementary grant out of lump provisions in the budget 2012-13 may be referred to Budget Wing for comments and clearance.

This issue with the approval of Finance Secretary.
